List outcomes, then pages
Begin with what the website needs to accomplish. Then list the pages, content, and functions that support those outcomes. A page count alone misses the difference between a simple information page and a page connected to booking or account systems.
Make responsibilities visible
Identify who supplies copy, images, business information, approvals, and access to existing accounts. If a third-party service is involved, document who controls it and which decisions remain open. These details affect the work even when they are not visible in the final design.
Agree how changes are handled
New ideas will appear during a project. A clear scope provides a way to discuss them: include the change now, adjust the schedule, or plan it for a later phase. The purpose is to make tradeoffs visible rather than quietly expanding the work.
